Both Head Start and Neighborhood Youth Corps were part of President Lyndon Johnson’s War on Poverty. Head Start is a pre-school program for low income children. Neighborhood Youth Corps is a now defunct program designed to give low income urban students work experience. It was similar to Job Corps, another Johnson era program, which like Head Start is still in operation.
